Finance and Administration Officer
Position title: Finance & Administration Officer
Position location: Amman
Reports to: WUSC Country Director
Contract term: 1 year contract renewable
World University Service of Canada (WUSC) is a leading Canadian
international development organization that works with and through its
southern partners to promote sustainable development. Founded in 1957
and currently working in 22 countries worldwide with an annual budget of
approximately $45 million dollars, WUSC works towards a world where
young people can grow up in safe, secure, supportive environments, where
they can learn, work and play a vital role in their community and
country’s development. Our internationally recognized programs support
youth, women and other marginalized populations, focusing on three
thematic areas of education, employment and engagement. Globally, WUSC
works with a network of higher education institutions, civil society
organizations, private sector partners, professionals, students,
volunteers, faculty and community leaders that can be leveraged to
support our work.
WUSC and its consortium partner the Canadian Leaders in International Consulting (CLIC) are implementing the Women’s Economic Linkages and Employment Development (WE LEAD) project in
Jordan. WE LEAD, a project funded by Global Affairs Canada, aims to
increase women’s empowerment for sustainable economic growth; this will
be achieved through activities focusing on women’s employment by
businesses and the reduction of gender specific barriers to women
entering into and remaining in the workforce. The project is implemented
over a period of four years, from March 7, 2017 to March 31, 2021 in
three governorates (East Amman, Irbid and Salt) in Jordan.
Under the supervision of the Country Director, and in collaboration
with the Ottawa-based finance team, the Finance and Administration
Officer will be responsible for managing financial, human and material
resources for all WUSC operations in Jordan and for applying WUSC
administrative standards and procedures; the incumbent will contribute
to the overall financial management of WUSC in Jordan by ensuring the
security and accountability of WUSC activities. More specifically, this
person will have the following responsibilities:
Main Responsibilities
Accounting & Finance:
- Record and maintain accurate and timely financial information in accounting records and report to WUSC in a timely and reliable manner, including monitoring of balances and payments.
- Prepare monthly expenditure forecasts as per the project work plan and the monthly budget versus actual expenditure report.
- Ensure the development, management and monitoring of the annual budget and maintain strict control of all expenditures through in-depth analysis.
- Support the Country Director and project staff in the preparation and monitoring of annual budget.
- Conduct regular monitoring of petty cash.
- Develop and monitor monthly cash flow statements and ensure that cash flow requirements are met at all times.
- Ensure that the Chart of Accounts in accounting software are maintained and aligned with that of WUSC project accounts.
- Monitor and take appropriate action with respect to receivables and deferred income / balances.
- Monitor and reconcile the monthly partners advance in order to manage the clearance of partners / staff advances.
- Prepare documentation and provide schedules for internal and external auditors as required.
- Coordinate, facilitate and support internal and external audits.
- Ensure the reconciliation of bank accounts and the monthly closure of financial records are approved by Country Director and sent to WUSC Ottawa.
- Allocate salaries and benefits expenses to appropriate funding codes.
- Handle all related tax and other tax returns and report to government officials of relevant departments on WUSC obligations.
- Support Program Officer to verify the schedule of asset records prepared by the program officer.
- Review, develop and implement necessary improvements to financial controls, systems and policies of WUSC in financial management in Jordan with approval of WUSC headquarters.
- Regularly review and maintain the Financial Management Procedures Manual for Jordan.
Administration:
- Guide and advise the Country Director and the Program Officer on planning and organizing job performance evaluations on an annual basis.
- Identify professional development opportunities for supervised staff and recommend training as required.
- Ensure compliance with organizational decisions, policies and procedures within the team.
- Supervise the setting up and maintenance of an efficient archiving system for the country office.
- Manage all financial aspects related to vehicles used under the project as per WUSC policy procedures in Jordan.
Project management:
- In close collaboration with the financial analysts at WUSC headquarters in Ottawa, provide the necessary support for the financial management of WUSC agreements with donors.
- In collaboration with the Country Director participate in the management of financial and material resources, adhering to the standards and procedures in place WUSC in Jordan.
- Prepare monthly financial reports and all other financial documents required by WUSC from the field and the implementing partners.
- Prepare a monthly financial forecasting with the project staff and the implementing partners as per the approved work plan.
- Support project staff, implementing partners and volunteers in the development of their financial management skills and, where appropriate, organize training.
- Regularly visit to the implementing partners’ offices and identify support needs and training needs, support in the conducting of trainings in grant compliance for all relevant staff.
Qualifications
Education and experience
- Recognized professional designation in accounting or finance
- Five (5) years progressive experience in financial management and operations.
- Experience working with regulations governing not-for-profit and charitable organizations.
- Managerial skills
- Experience in general ledger maintenance and reporting hours.
Competencies
- Advanced computing skills in the Windows environment, including Word, Excel, Outlook and familiarity with financial software such as Great Plains, SAGE 50, etc.
- Ability to perform diverse and complex work.
- Ability to work in a participatory manner within an international team.
- Significant experience in management and reporting for projects over $ 500,000.
- Ability to think strategically, set goals and priorities, plan and manage work organization, and manage human and material resources to achieve organizational goals,
- When required, willingness to travel frequently to the three target governorates (East Amman, Irbid and Salt).
- Demonstrate commitment to gender equality.
- Strong oral and written English and Arabic language skills.
